It might be a good idea if there were no penalties, but for each quota you surpass (Make it a lot.) you gain rewards. Like..
100 Beatings - 2 MRE's & 5 cycles off-duty time.
200 Beatings - 10 cycles off-duty time, specialized equipment authorization.
300 Beatings - Non-Mechanical Reproductive Simulation and Equipment Modification authorization.
100 Beatings - 2 MRE's & 5 cycles off-duty time.

No. Bad. Horrible idea. MPF would just pull people in and beat them. Seriously. What is the benefit to the citizen players? It only serves to promote beating citizens and rewards you for it. You beat them for breaking laws. I mean seriously. Discourage random beatings because serious roleplayers are looking for a fun time, not to be a prop in someone else's stage play of 'i want sum fuk'. Well, then look at other units BECAUSE of it. We've got Tier Two 05's walking around acting like KING. If you don't want bad-ass units, how about you lengthen the time from tiers? A cooldown, as it were.

There wouldn't be any real way to track who is maintaining their quota, units would probably cheat the system and say they met it.

Well if that wasn't targeted, I don't know what is. My character has never been a nice guy, you just have had the privilege of meeting him... ANYWAYS! I don't support thus idea for many of the same reasons. It would encourage MPF to pull random people for beating or beat them for minor things like coughing.
