A Handful of MPF Suggestions.
So to avoid Project Resolute Part 2: This Shouldn't Need to Happen, I have put together a handful of suggestions firstly for the MPF to make it better.
Disclaimer: These are my OPINIONS. I'm not the type of person to say "oh yeh, dis is w0t nedz 2 happen cuz i am supper smarrt"
1. Real training regiments.
Alright, this one is a biggy. A day of training is not enough, it will never be enough, and no one should expect it to be enough.
Everyone complains about 05's that don't care about the MPF and people also complain about unfair promotions. This can fix both of those things. Recruits need to be Recruits longer. They should be a Recruit until they finish a certain amount of training. It should go like this:
Basic Training 0/1
Weapons Training 0/2
Breaching Training 0/1
First Aid Training 0/1
Detainment Training 0/1
Radio Codes and Protocols 0/1
Division Training 0/1
That should be in the Unit viewdata. Now the reason this is important is because no 05 KNOWS HOW TO DO ANYTHING (And yes I was an 05, and I made shit up if I couldn't find the information) If we teach the Recruits everything, over the course of a real life week, then they will know everything and be more professional. If they fail their trainings then obviously they can be ejected from the MPF for incompetency. This will solve the problem having too many 05's, having too many 05's who never take anything seriously, and 05's will finally be able to act professionally.
2. Establish A Concise Guide for Verdicts and Unit Behavior
Sheeps guide is wonderful, i love it, but it's a guide. It fit's all the info Recruits will need BEFORE they apply, but not all the info they need after they get accepted. So here is some bullet points for a guide that Recruits and 05's can look back on in the field and it can be used during training.
i. Verdicts
This section should include all Verdicts, how a citizen gets a verdict, what the punishment of the verdict is and how to properly carry the verdict out. This should also detail how long a 'cycle' is for detainment purposes.
ii. Patrol Routes
This section should have a map of c17, with color coded patrol routes units can follow. It should also include how to radio in your patrol route and describe the status of the district you are in. this map should also contain each district, clearly marked so that each unit knows what district he or she is in. This should aslo describe proper patrol protocol, such as patrolling with a partner, how to call in disturbances when on patrol and what to do if your patrol partner needs to flag down.
iii. How to Properly Use the Radio
This section should describe the proper way to speak over the radio to minimize time spent talking and clutter. How to properly string radio codes together and include a quick reference sheet for the most used radio codes so that units won't need to surf the enormous list of codes in Sheeps guide.
iv. How to Communicate with Citizens
Easily the second most important section. This section would include sample conversations with citizens, the proper way for getting them to apply in any situation (When awarding LP, when at a hardpoint, when detaining them) and sample conversations to have with citizens. How to respond to requests and a couple of sample conversations that remind citizens to respect a unit, without being an asshole about it.
v. Rank Permissions
The most important section. This section details all tier one and recruit unit permissions and how they should behave. This would include how to respect superiors, who you can take orders from and what you can overall do as a certain tier one unit. This section is important so that units don't end up screwing up their whitelist because they are uninformed.
3. Scrutinize Every Unit, Make Sure They Deserve a Whitelist
THIS DOES NOT MEAN MAKE EVERYONE RE-APPLY. This means simply, fly around in observer and observe what units are doing without telling them you're there. If they perform adequately, rping properly without too much OOC then leave them be. If they fuck about, making asses of themself and are flagged up just to log time for promotions, eject them. It's an easy way to thin the numbers and control the completely fucked ratio of late.

This would be amazing, like on other servers it's in like mini segments that you must do all. Like he said here:

(And it could be easily just placed on units datasheet.)
But, this also brings into line that units can just change it for each other.

I was never taught the breaching procedure until I was an 04. I think more thorough training for RCTs would be good.

I agree with most of these. The only problem witb training regiments is that one or two peoe could not teach them all, I say we select units to do specific training (Ex. My JURY training detainment training).

Actually there is a division dedicated specifically to training called SAVAGE, if some units volunteer to be dropped into SAVAGE (Tier 2 or Tier 3 units only of course) they could be given instruction on how to train, and they could also schedule mass trainings for units that request it. For instance, if they receive three training requests from Recruits who all need the sam training, they could just schedule it with them and have a training day.
