Granted they don't have high commanding positions.

Off Duty seems like a useless addition. All I've really seen off duty units do is hang around on-duty units, assuming it makes them cool because they're sorta citizens but they hang around CCA.
There's not really any argument as to why we should have off-duty units.
Besides, the vote seems redundant. We all know nothing is determined by votes.

Off duty is just useless. They either sit around the nexus flagged up. Or run around the city attempting to arrest people even though they're off duty. Everything they do minus hang out in an apartment or the grotto can be done while flagged up.
